Meet the Team

Jim Bettley BA(Hons) Cert Ed.

Jim took over as General Manager of the Blue Lamp Trust in December 2014. He is an ex-Hampshire Police Officer, retiring as Chief Inspector and Deputy Head of the Traffic Division. He is a well-qualified and experienced trainer and a keen motorcyclist, having a long career involving driving, riding and road safety.

David Watkins

David is a former Hampshire Constabulary “Blue Light” driving instructor who joined the Blue Lamp Trust in January 2011. He has been a DVSA approved driving instructor since 2001 and holds “Fleet” accreditation. He currently holds the position of Business Development Manager responsible for the continued growth of the Trust and its valuable work in the community and is the Trust’s Senior Driver Trainer.

Emma Burt

Emma joined the Blue Lamp Trust in April 2014 as the Bobby Scheme Coordinator. As of July 2016 Emma has taken over the role of Business Administration Manager. From her previous employments she brings a wealth of administrative experience as well as inventory, purchasing and health and safety knowledge.

Kristy Allaway

Kristy joined the Blue Lamp Trust in July 2016 as the Bobby Scheme Coordinator. Having previously worked for 8 years at a local authority she has gained a wealth of administration experience and has a good knowledge and understanding of the importance of working with and protecting vulnerable people.

Alix Shaw

Alix joined The Blue Lamp Trust in November 2016 as a Taxi Assessment Administrator. She brings a wealth of administration experience including organising events and training courses.

Bob Edney

Bob has been working in the Portsmouth area as a Fitter for the Bobby Scheme since January 2014. Bob completed a 5 year apprenticeship as a Shipwright and spent time in the Merchant Navy. He spent the rest of his career working as a carpenter in both domestic and commercial environments.

Kevin Lloyd-Spencer

Kevin became a Bobby Fitter in February 2016 following 30 years of service with Hampshire Fire and Rescue Service. His time as a Fire Office in various capacities has provided him with numerous skills and attributes which he is now using to assist Bobby Scheme clients in the north of Hampshire.

Steve Morant

Steve became a Bobby Fitter in June 2015 having left the police after 27 years of service. His time as a police officer has given him experience in dealing with members of the community who are vulnerable, elderly and victims of crime. Steve is now using this experience to assist Bobby Scheme clients in the north of the county.

Mark Scovell

Mark joined our team of Bobby Scheme Fitters in the summer of 2012. He has worked in the north of the county and is now visiting clients in the Southampton and New Forest area. Before joining the Blue Lamp Trust he worked in property maintenance and has experience in carpentry and building works.

Martin Long

Martin has worked as a Fitter for the Bobby Scheme since its launch on the Isle of Wight in August 2013. He has been fundamental in building relationships with many agencies on the island to ensure that we receive referrals to visit as many people who need our services as possible. Prior the joining the Blue Lamp Trust Martin successfully ran two businesses which both required his trained skills and expertise in property maintenance.

Christine Giles

Prior to joining the Blue Lamp Trust's Taxi Administration Team in May 2017 Chrisine worked in administration positions for over 35 years. She has worked for both commercial orgnaisations and the NHS poviding support to customers, staff and patients.

Chloe Watkins

Chloe joined the Blue Lamp Trust in June 2017 after completing apprenticeships in both Business Administration and Customer Service. She provides administrative support for the Bobby Scheme and Taxi Team.
