The Blue Lamp Trust has become a leading force in community safety, crime prevention, and driver training across Hampshire, the Isle of Wight, and beyond. But its story begins with a simple, powerful mission: helping vulnerable and older people feel safe in their own homes after a burglary.

This is the journey of how a local initiative – the Hampshire Bobby Trust – evolved into the Blue Lamp Trust we know today.

The Beginning: The Hampshire Bobby Trust (1997-2010)

The origins of the Blue Lamp Trust trace back to 1997, when Lindsay Fox was asked by the Lord-Lieutenant of Hampshire and the Chief Constable to establish the Hampshire Bobby Trust.

The aim was clear: to support older and vulnerable residents following burglary, helping them regain confidence and remain living independently.

The Bobby Scheme introduced:

• Dedicated vans with trained operatives

• Free home security improvements (locks, alarms, safety devices)

• Practical advice and reassurance

• Referrals from police and partner agencies

By 1998, the Trust had launched publicly, and by 1999 it was a registered charity. Within just 18 months, over £350,000 had been raised to fund its work.

Growing Impact and Community Trust

Over the following years, the Bobby Scheme expanded across Hampshire, delivering vital support to thousands of residents.

Key milestones included:

• Two operational vans covering the region

• Strong partnership with Hampshire Constabulary

• Hundreds of letters of thanks from residents

• Ongoing support from local authorities and grant funding

A New Chapter: The Creation of Blue Lamp Trust

By 2009, it became clear that long-term funding through local authorities would not be sustainable.

In response, a new model was created.

The Blue Lamp Trust was established in 2010 as a forward-thinking solution – combining charitable work with income-generating services to ensure long-term sustainability.

Developed in partnership with:

• Hampshire Constabulary

• Hampshire Fire and Rescue Service

The Trust introduced driver training and road safety programmes, with profits reinvested into the Bobby Scheme. This marked a pivotal shift: From grant reliance to a sustainable social enterprise model.

Expanding Services and National Reach

Since its formation, the Blue Lamp Trust has continued to grow and diversify.

Driver Training and Assessments

Driver training quickly became a core service, including:

• Corporate driver safety courses

• Taxi and Private Hire driver assessments

• Nationwide training delivery

Following deregulation in 2016, the Trust expanded taxi driver assessments across the UK, creating a strong and sustainable income stream.

Bobby Scheme Expansion

The Bobby Scheme has also evolved significantly:

• Expanded to the Isle of Wight (2013)

• Now operates multiple vans across both counties

• Supports victims of domestic abuse (approx. 18% of service delivery)

• Provides free proactive and reactive home safety and security improvements for victims of crime and vulnerable residents

• Completes Home Fire Safety Visits on behalf of the Fire Service

• Delivers community talks

Cyber Safety Innovation

Recognising the rise in online crime, the Trust launched the Cyber Bobby Scheme in 2022, providing:

• In-home cyber safety advice

• Community talks

• Support for vulnerable residents navigating digital risks

A New Identity and Structure

In December 2025, the Blue Lamp Trust underwent a full rebrand to better reflect the scope of its services and strengthen its identity across Hampshire, the Isle of Wight, and beyond.

This marked a further step in the organisation’s evolution, introducing clearer service areas and making it easier for residents, partners and referrers to access support. As part of this change:

Safe Home – formerly the Bobby Scheme, continues to provide free home safety and security visits for older and vulnerable residents, and for those who have experienced crime in the home

Safe Online – formerly the Cyber Bobby Scheme, provides free tailored digital safety guidance, scam-awareness support, and online protection advice

As part of this restructure, BLT Driver Training was formally established as the organisation’s distinct commercial arm. This clarified its role in delivering professional driver training and road safety programmes nationwide, while generating income to directly support the Trust’s charitable services. The separation also helps make it clearer and easier for individuals, organisations and partners to access the appropriate services.

Alongside the rebrand, new websites were launched to support access to services and referrals:

• bltdrivertraining.co.uk

While the name and structure have evolved, the Trust’s core mission remains unchanged – protecting vulnerable people and helping communities feel safer.

The Blue Lamp Trust continues to be supported by strong and consistent partnerships, including ongoing support from Hampshire & Isle of Wight Fire & Rescue and Hampshire & Isle of Wight Constabulary, and the Board of Trustees, whose leadership has played an important role in the organisation’s development and sustainability.

Today, the Blue Lamp Trust:

• Has 6 Safety Technicians delivering home safety

• Has a team of volunteers delivering online safety services

• Delivers national driver training and assessments

• Works closely with local emergency services

• Supports thousands of individuals every year

Its work now spans:

• Home safety

• Road safety

• Online crime prevention

• Driver education
